Incorrect file time stamps

Using 4.0.3, explorer interface, scp connection, windows xp desktop, pacific time, automatically adjust for daylight savings.

Connecting to a linux machine;

/home/dstage$ uname -a
Linux uhqq3cetl01.rei.com 2.4.21-37.ELhugemem #1 SMP Wed Sep 7 13:22:27 EDT 2005 i686 athlon i386 GNU/Linux
/home/dstage$ date
Wed Aug 22 01:07:50 PDT 2007

The "Changed" time shown in the GUI is wrong. It is one hour later than the actual time. The time shows correctly in the terminal dialog. For example i have a file with a changed time in the gui of 1:55:21 AM. If i do an ls -l in the terminal window, the time shows (correctly) as 00:55 AM.
