WinSCP uses telnet (not SSH) by default for FTP sessions.

I know that it's unlikely that it actually works. But it may for someone, so why do not give it a chance?

New FTP sessions inherit options from default session settings if it is SFTP type, e.g., tunnel options.

Yes. But the setting is not used for FTP session, right?

5.6 beta - Invalid access to memory when trying to run custom commands (SSH session).

And using the opportunity for some other bugs I was holding for reporting:
  1. I'm not sure, but shouldn't "Open Session in Putty" be disabled for FTP?
  2. New FTP sessions inherit options from default session settings if it is SFTP type, e.g., tunnel options.
