TLS Explicit encryption no longer works

My shared hosting company changed something on the hosting control panel and TLS Explicit encryption no longer works.
Debug log in <invalid hyperlink removed by admin>

Once connected an Error box is displayed.
Message:
"Error listing directory '/domainname.com'

Could not retrieve directory listing
Unable to build data connection: Operation not permitted"

Then I see an empty directory.
When I change directory I get the same message.
I am able to change directories via the Remote/Go To/Open Directory Bookmark menu option but this does not change things.

Got Connection Refused immediately.
<invalid link removed>

I am happy to give you a ftp account if it would make this easier to debug.

Unable to retrieve directory listing

I have a similar case to one that another user has reported in the last few days.

The host ftp provider appears to have "changed something"

I am using WinSCP v 4.3.7 and connec using explicit encription over FTP
I am able to authenticate correctly, but the site refuses further dialog. It refuses directory listing, times out on upload and download.

The connection has been working flawlessly for over a year now and the problem first occurred on 3rd April.

Filezilla can connect OK with the new credentials. I use WINSCP to provide automated scripting and hope that this problem can easily resolved

Please let me know if there is further information that would help to diagnose this
