Recover storage passwords

I have all of my passwords stored to an INI file, but these are readable. I see in the documentation that "Saved passwords (unless protected by master password) are stored in a manner that they can easily be recovered." These aren't using a master password, but I'd like to recover the password. I don't see further documentation about how to recover these.
