Setting permissions

I am very new to this and I need some help. This is probably a dumb question simply because I do not know what I am doing but I am working on a website for a class. It says to set permissions in my home directory by typing chmod o+x ~/ Where do I do this? I don't quite understand what that command means so I don't know where it goes. I created my index.html page using notepad and put it in a folder named public_html. Obviously I am missing a step or few that is keeping me from finishing my site. Please let me know. thanks.

You may use Properties command.
Navigate to parent directory of your home directory (~/../). In file panel select your home directory (usually named after your username) and go to File(s) > Properties. Then check X in the Others line.
