FTP & SSL to networked drive from ftp server

This is not, strictly, a WinSCP error, but I don't know where else to turn for help!
My FTP server is on a Windows Server 2008 running IIS 7.5.(on 10.8.39.8 in the DMZ.)
The ftp root is on another, networked server. (\\Teqfap16\ftp-server-root\" on 10.8.35.x subnet)

This works fine if encryption is disabled at the FTP server.
However, once encryption is on, "required for credentials only", the connection never manages to complete the directory listing phase. Access seems to be denied to the second server.

Server sent passive reply with unroutable address 10.8.39.8, using host address instead.
Timeout detected. (data connection)
Could not retrieve directory listing
Error listing directory '/'.


Any ideas on how to resolve this would be greatly appreciated!

Please attach a full session log file showing the problem (using the latest version of WinSCP).

To generate the session log file, enable logging, log in to your server and do the operation and only the operation that causes the error. Submit the log with your post as an attachment. Note that passwords and passphrases not stored in the log. You may want to remove other data you consider sensitive though, such as host names, IP addresses, account names or file names (unless they are relevant to the problem). If you do not want to post the log publicly, you can mark the attachment as private.
