This is what my server23.bat looks like:

start winscp382.exe sftp://user5:pass@server23.domain.prv:22/usr/local/user5/apache/webapps/tnews/WEB-INF/jsp/
start explorer "C:\A\PROJECTS\PROJECT22"


I wish I could specify what the local path WinSCP should open
(as you can see I am lunching a separate Windows Explorer with "C:\A\PROJECTS\" I wish it would open in a left local panel)

You cannot do that directly from command-line. But you can preconfigure stored session with default local directory.
