I was lead to believe that WinSCP is a quick way of making a Windows XP and a Linux Debian machine talk to one another. Am I right? And, if so, how do I go about it? Thanks.

WinSCP is SFTP client. Most *nix boxes have SSH/SFTP server integrated. Hence you can try to connect to your Debian box with WinSCP from Windows to see.
