When I create a new folder via WinSCP, I always want the permissions to be RWX [yes] for all users. Currently it defaults to disallow W permissions for "Others" and sometimes for "Group" as well. Can I set up my WinSCP so that those boxes are always checked? Or do I have to do it on a folder-by-folder basis?

That's what the Use same settings next time is good for. See documentation.
