Can't connect to the vsftpd with require_ssl_reuse required

When I want to connect to the vsftpd server with require_ssl_reuse, I see error

Could not retrieve directory listing
SSL connection failed; session reuse required: see require_ssl_reuse option in vsftpd.conf man page

Using WinSCP 4.3.4 (Build 1428) on Windows 7 Professional 64bit with Explicit SSL (same problem with Explicit TLS).
