Issue 20 – Detect dragext64.dll on 64-bit systems

Currently WinSCP cannot detect presence/registration of dragext64.dll on 64-bit system. Hence it expect the DLL be present/registered always. As consequence it defaults to "Use shell extension" mode even if the DLL is not present making drag&drop non functional.
