Synchronize time stamps not working

I am using SCP 3.8.0. I have already copied the files up to my web host using regular FTP. I realize now that my host has SFTP available and I would like to use SCP to a remote synchronize from a local directory to the SFTP server. Since I have already uploaded my files (about 8 Gb. worth) I would like to use the sync time stamps only option to get the file on my locat dir. and at my sftp site in sync. That way I can sync up any changes using the sync option in sftp. My problem is that when I run sync time stamps only it does not update the time stamps. If I upload a file thought it has the correct time stamp. Has anyone seen this before? Am I doing something wrong?
