Nope.

To follow up on Martin's replies, 12 years later, the answer is no, there is no way to disable the .filepart extension. Neither the documentation nor the FAQ even mention this.

But I'd like to disable temporary filename via command-line options too.
I didn't find any info on the page https://winscp.net/eng/docs/commandline.
