Is the default to read INI file or the registry?

We distributed a customized INI file with an installation package. The documentation on WinSCP default startup selection of using INI or registry is contradictory. If you do not touch the storage switch in the application preferences, what is the default? Will WinSCP3.com (Yes we're using the COM app) read our custom INI (Yes it is named WinSCP3.ini and is in the same folder, and yes it has read and write permissions) for settings or will it default to using the registry.

The short version is: Is setting that storage switch in the GUI -required- to make WinSCP3.com default to the INI?
