Files with Percent sign in name

Hi,

I've been using WinSCP for about a year and it is GREAT! Thanks for your tremendous contribution.

I am using WinSCP (v. 3.8.2) to keep a backup of my website (on linux) on my home PC (Windows XP) When WinSCP encounters a file with the percent sign (%) on the linux box, it always thinks that the file does not exist on the Windows box.

I see that WinSCP is storing the file on windows with %25 for each % encountered.

Example:
on the linux side is:
%%-12^%%-125649.php
is stored and reported on the windows side as
%25%25-12^%25%25-125649.php

I used the search function here to see if this was already reported, but using the term "percent" did not find any results. I am sorry if this is a duplicate bug report. Perhaps anyone else searching for "percent" will find this.
