No it is not possible. Added to TODO list.

Configuration of transfer rate

Hello,

when I copy or move 1 or more files from a remote directory to a local directory, in the file transfer dialog right above appears a setting of the transfer rate, usually set to 100%. With this setting in some networks suddenly other applications hang or crash, because the file transfer process of WinSCP takes highest priority and draws CPU shares from other processes.

Is it possible to configure this transfer rate setting upfront to another value than of 100%; if so, how/where?

Thanks for all good hints.
