File permissions and WinSCP's file handling?

I have setup WinSCP and user permissions so that when a user uploads a file they can't delete it nor create folders. But WinSCP creates Temporary files then renames them to the original file name. With the permissions I set WinSCP won't work. Is there a way to not have it create a temporary file, just upload the original the way it is.

I wan't to have it just like any typical FTP program where I can have it so users can't delete nor create folders when they are in their session.

Thanks for any advice.
