Well I'm not that experience with SSH. But according to PuTTY developers the problem is different than what GlobalSCAPE claims.
Anyway, this issue is being tracked.

Globalscape says it is a known issue with WinSCP so I guess we are stuck for awhile until someone backs down.

I have verified this is only a problem with globalscape,
using sshd server, on linux server works fine

What server are you using? What protocol?

4.1.4 brings up a new error under vista.(4.0.7 doesn't do this)
you can log-in, and browse files, but when you try to transfer, you get incoming packet garbled on decryption.
