timstamp shift

Hi,
I'm from Prague and my Timezone offset is +2 (CEST). When I'm copying something to server with same timezone offset trough SFTP, modified time is shifted backwards 1 hour.

for instance:
I have file foo.txt with modified time 20:00 but when I copy it to server and try command "stat foo.txt" the modified time is 19:00

This is very bad when I need to use function "keep up to date remote directory"

Am I doing something wrong or it's a bug? (I'm using WinSCP 4.1.6)
