Suspend does not suspend! Apparently slow transfers

Running WinSCP 4.1.3 in FTP mode. Began one background upload, then a second. Noticed the transfers were slow so suspended the second transfer.

After a while I noticed the (single) transfer was still quite slow.

Went and looked at the server: even though WinSCP said the second transfer was suspended, the transfer file was still growing at the server!.

I *killed* the second transfer. Suddenly the (single) transfer was MUCH faster.
