I couldn't get connected from different IPs

When I tried to connect FTP, I got message below:

No connection could be made because the target machine actively refused it.
Connection failed.

I have been successfully connected from another IP (another PC) to the same FTP server. Why cannot access it from different IP, different PC?

Anybody can help me out there?

First, make sure with your provider what is proper address to connect to and what protocol they are supporting.

Alright, so I use Globat.com as my web host.
I've installed WinSCP because a friend told me it's a reliable FTP client and I decided that I'm not having any luck with any other forums, so why not.

So now, the FTP url for Globat is like <invalid hyperlink removed by admin> or something. I put "login.globat.com" as the FTP url and I'm met with
