Why in frack's name does the installer require a reboot?

I thought the days of Windows software always needing a system reboot after an install or upgrade ended with Win9x. Well, I just upgraded WinSCP and was told that it needed to reboot my computer to finish the installation. Obviously I refused because this isn't Windows 95 where multitasking was synonymous with BSOD, I'm running almost a dozen apps and this installer defaults to "Yes please, shut everything down for me".

Unless there is an extremely compelling reason for needing a reboot (which should be stated outright by the installer) then please get rid of this.
