WinSCp does not start on Windows XP

Running Windows XP. Service pacl 3 was recently added. Since then WinSCP does not start. There are no errors, and nothing in the Event Monitor. The behavior is the same whether I try to start WinSCP from Windows Explorer or from a command prompt. All of my co-workers have the same problem. I was running WinSCP 4.25. Now I am running version 4.35. The behavior is the same
