WinSCP treats local file name as case insensitive as they are. This is definitelly not a bug. It could be a configurable option at most.

Keep Remote Directory Up To Date file name case bug

WinSCP "Keep remote directory up to date" feature does not sync file name changes when only the case of the file name changes (Ex: a file name change from PHPClass.php to phpclass.php does not sync). This is a problem when syncing to a system with a case sensitive directory/file system (in my case Ubuntu 12.10 Server Edition), especially when it comes to web sites and the like.
