It's actually by purpose.
Intention here is to stop/delay automatic reconnect, when user is attending.
We want WinSCP to reconnect automatically, only when user is not attending or does not care.
So any key/mouse click aborts countdown, while mouse move (that can be stray, e.g. when mouse is placed on uneven surface) only resets the countdown. I can image that it looks bit awkward. Maybe it should reset and abort the countdown temporarily, say for 30 seconds.
