It was an attempt to import the proxy settings from IE to the rest of Windows. Things such as windows update will use these imported proxy settings. Regardless, it does not work for WinSCP.

I understand that you may want to use the same proxy settings for WinSCP as IE.
But how does netsh help in this?

Is there a way to force WinSCP to use the proxy settings in IE or by importing the proxy settings with the command: "netsh winhttp import proxy source =ie" ?

I do not want to manually setup the proxy within WinSCP.
