I'm having exactly the same problem. version 5.17 works just fine, but from 5.5 version folders with polish letters are displayed incorectly or not displayed at all. Tested on openSSH server at win 2003 server and win xp pro. Locale in both servers are set to polish.

Hides remote directory characters

WinSCP v5.5.1, WinXP, SFTP:
directory on remote host is displayed without national characters and thus it is impossible to enter such directory.
Example - directory "/samba/firma$/Zakręt" is displayed as "/samba/firma$/Zakrt".
Trying to enter this directory results in error "No such directory".
In WinSCP v5.1.8 this work fine.
