[CLOSED] timestamp problems between filezilla and Winscp

I am running syncronization tasks between two servers, both windows server 2008 R2, using winscp. Remote server is running filezilla server and users are running filezilla client. When a user uploads something with filezilla, the timestamps are off by an hour (different timezone). I have included logs from the server and client during a filezilla and winscp client transfer.
Any idea how to fix this?
