Cannot connect to SFTP using second IP

A complete novice, any help appreciated. We use WinSCP to transfer files to an SFTP client. Recently we installed a second broadband line, as the primary connection keeps failing and BT will not fix the issue. The second broadband line is connected to a Draytek Router via a Draytek 120 modem which "balances" the two connections to ensure we have a solid connection at all times i.e. if the first line drops, the second line takes over. The problem: our original line/IP works perfectly, but when plugging in the second line with a different IP, the "Host cannot be found". Both IP's have been white-listed by the client and they have no idea why it will not connect. Any advice please?
