This was answered many times already: There are already some command line SCP clients available. See PSCP for example. I hope this helps.

Using command line with WinSCP

I want to possibly use WinSCP with a central SSL FTP server to receive files from customers.

They would have WinSCP installed on their local PC and a scheduler would trigger WinSP to send all files in a specified directory to the SSL server, and then retrieve all files from the server outbox.

Can WinSCP do this via a commond line, or a completely automated system?
