WinSCP connects from one Win7 pc but connection refused from another Win7pc

I have WinSCP 5.7.7 installed on 2 Windows 7 pc's. The windows firewall is off on both pc's. The first computer has been running WinSCP for at least 2 years with no issues. I copied the .ini file from the first computer to the second computer and imported it. The second computer now has all the same sessions at the first computer. When I attempt to connect using the second computer I get the message that the connection was refused. The first computer can still connect. I logged the sessions from both computers and the log files are identical except for the computer user account and the process id, everything else is the same until the connection is attempted and one will connect and the other gets refused. Any ideas?
