Directory doesn't exist error on startup after upgrade

After I upgraded to the current version, when starting Winscp it get an error stating C:\Users\rkirsch\Local Settings doesn't exist. I click OK and the program runs fine. The folder does exist, but I can't find where this location is being referenced from to attempt to troubleshoot. Running the program as administrator doesn't change the results. I trolled through the .ini file as well. I'm guessing this is a simple problem to fix, would appreciate any help.
