Why can't my WinSCP client connect with my Azure Windows VM SFTP service?

I have set up an SFTP service within my Azure Windows VM. SSH was deployed on the VM, port 22 is open for inbound and outbound transfer. The service is running within the VM.

When I try to connect with the VM using WinSCP, with SFTP protocol, I get the message "Network error: Connection at [IP] timed out."

We very much want this to work and to have all of our clients use WinSCP for file transfers. What are we doing wrong?
