5.9.6 is the last version it does work on, so everything newer then that it doesn't

Got some complaints about the configuration file (winscp.ini) not loading anymore after i upgraded winscp from version 5.9.6 to 5.13.1. Did some research and installed a few different versions on my personal system. All the versions tested, 5.10.2-beta, 5.11.3 and 5.13.1, will not load the ini file when I use the /ini parameter on the command line.
