Cannot restore an object from S3 that has been lifecycled to glacier

We have lifecycle rules in place to move less frequently accessed objects to cheaper storage (IA or glacier)
When we attempt to copy an object from S3 to our local machine that has been moved to glacier, we get the following error
The operation is not valid for object's storage class

Is this by design? Is there any workaround in place, or is this something that might be fixed in future updates?

We are using version 5.13.4
