If I understand it correctly, yes. But It is some potential security issues, so It must be ability in settings, not a regular function for Win10

Do you mean "Open in OpenSSH" instead of "Open in PuTTY"?

It will be great to have an ability of using new windows OpenSSH component in winscp (cmd instead of putty etc, maybe without some features.
