The new version will be relased in new couple of weeks.
The dev build you have is little different to the lastest stable release. See version history:

Hello.
You development version(that you sent me) looks good and it works.
When you are going to apply this patch to stable version (or some beta) ?
Is this patch very different from current stable version of WinScp ?

Will WinScp work with vsftpd without unset require_ssl_reuse

My admin doesn't agree to disable this option of vsftp.
Every release (event this beta too) can't connect to server becuase server has set to yes option require_ssl_reuse
