Problem in connecting two machines with windows OS

Does WinSCP work for connecting two windows machines?

I have problem in connecting a XP windows machine to a 7 windows machine (to transfer data), I tried both sides but it doesn't work. I use GUI and the protocol is SFTP. The version of WinSCP on Xp machine is 4.3.6 and the other one is 5.1.0.
When I try to login to 7 machine (using IP address) from Xp, the WinSCP crashes, and when I want to login to Xp machine from 7, it says: "Network Error: Connection refused." !
I should mention that WinSCP is works good in both machines for connecting to Linux machines.

Could you please help me solve this problem?
