Using what privileges are you registering the assembly that you need to do the Unblock procedure?

Installing / Registering com library

Can someone please explain to me in lay-mans language how to install and register the com libray?

Is there an install package that installs both WinSCP & the com library together? I also need to install both WinSCP & the com library on 4 user computers.
Having a single install package would make getting started so much easier.
