Talked to the provider running the FTP service, and his timestamp on the FTP service was one hour off,
Now both the FTP and the SCP are correct.

Did you upload the file using SCP (resulting in a correct timestamp), but when you connect using FTP, the timestamp is now wrong (one hour off)?
What if you upload the same file using FTP?

Timestamps in FTP Not Windows compatible.

I run Windows 7 have DST enabled,
When I make a connection with the SCP protocol then I can set the external time On Windows DST.
When I change the same connection to FTP protocol, the external time is one hour of, And the selection for Windows DST is NOT available.
