What exactly do you mean by "other WinSCP panel"? Do you mean the other panel in the same WinSCP window? Or panel in another WinSCP window?

moving/copying

testing 2 versions of WinSCP: 5.9.6 and 5.17.2 on Windows 10, both portable versions:

within 5.9.6 I have in menu options/preferences/transfer/drag&drop deselected "Allow moving from remote directory to other applications" (I know, it should not be related, just to be sure)
when drag&drop to other windows file explorer window, it gets copied
when drag&drop to other WinSCP panel, it gets copied (by default)

within 5.17.2
when drag&drop to other windows file explorer window, it gets copied
when drag&drop to other WinSCP panel, it gets moved (by default)

how can I set copying as default actions for drag&drop actions between panels in version 5.17? I know, I can drag&drop using rightclick and choose but it's impractical and prone to losing files :-(

Since 5.14, it is always possible to use drag&drop to move remote files to external applications, while copy is always the default operation.

Additionally, having the ability to right-click drag like in Windows would be most welcome. In that way, a user may explicitly define whether those resources should be moved or copied as a result of the drag-and-drop operation by selecting an option from the right-click context menu.

Right-click drag is always supported, when dragging between WinSCP panels. When dragging to Windows Explorer, it is supported when WinSCP drag&drop shell extension is installed/enabled:

This would be consistent with both Mac OS and Windows. My team has often inadvertently removed files from our FTP sites by dragging them onto their desktop.
