I think I'll just consider it to be a Microsoft feature. Like you, I decided it could be a nice feature, but wasn't worth the hassle.

Yeah, this is a problem with either XP Power Toys, or your display driver. You may want to consider checking to see if you have the latest drivers for your graphics card installed and see if the problem continues. Various applications are effected with the the Desk Manager app, so I don't necessarily know that it is something that Martin can easily address. I had it installed for about two weeks at one point, and eventually removed it because it just wasn't worth the trouble.

WINSCP & XP Power Toys

This is in no way a complaint. Simply to let you know. WINSCP 3.7.6 Build 306 'crashes' sometimes when used on a XP Professional host with MS's XP Power Toys Desk Manager Installed (gives a Linux-like 4 desktop display). Occasionally (not always) after switching desktops WINSCP reduces itself to a very small window on the desktop and refuses to be expanded (can only close it via the task bar and open a new instance). I expect the problem lies with XPPowerToys.
