Copy and Edit in the same command

I am trying to start using version control on my desktop computer.

The way that I have been using WinScp for the last 3 years is I edit the files right out of WinScp (right-click->Edit or Double-Click on remote files).

Is there a way to create a customer command that will do two steps:
1. Copy remote file to a local folder
2. Then edit the file

I want to be able to automate this in one step. Is that possible with a custom command?
