Thanks. It turns out the issue was not that ssh was not installed, but that the user's (in this root's) PATH variable did not include the directory with the ssh binaries. Once I appended the PATH variable in root's .profile WinSCP worked as expected!

Any ideas as to why I encounter this error message?
