Support for OpenSSH's internal-sftp chroot

It seems that WinSCP doesn't work with OpenSSH's internal-sftp, which is used for chrooting sftp accounts.

When connecting to an account that has been chrooted with internal-sftp, the following error appears on connect, which causes WinSCP to not be able to use the server:

---
Error skipping startup message. Your shell is probably incompatible with the application (BASH is recommended).
---

FileZilla doesn't have any problem with the service, and is able to transfer files without problems.
