Why do you think, it doesn't work too well?

Would it be possible to add a place where you can type in the maximum amount of bandwidth to use in some future version?

Bandwith Trottling

I usually do scp transfer overnight, and the server I'm grabbing the stuff on is using 1 way cable (meaning cable for downloading and regular dialup, at about 24kbit, for uploads). I don't want to kill this computer's download speeds by using up all the upstream bandwith and I was wondering if there's any way I can throttle the amount of bandwith I'm using.
