I have found record of (at least) similar problem for OpenSSH 4.2. They claim that it is fixed in OpenSSH 4.4.

Possible 4.2.2b problem. Use WinSCP a lot. No problems accessing dozens of servers before 4.2.2b. Going back to 4.1.9 eliminates problem. May be fixed by openssh v5 (seems to have fixed it in one case running slackware v10.1). Have seen problem in openssh 3.9 and 4.3. Have seen problem in Slackware 10.1 and Debian Etch so far running WinSCP 4.2.2b (build 480 I think ... have already reverted to 4.1.9) on Windows XP Pro SP3. Did not see any other reports after googling around, so thought I would provide heads up.
