How does winscp guarantee file delivery

How does the internals of winscp work? For instance, I was reading some of the does online and read something about winscp downloads files to a tmp directory before it moves the file to its desired location. Is that true. For example, if I download file "x" to directory "c:\my\dir\", does the file get downloaded to a "c:\tmp" for example, then when the file download is complete and validated move the file to directory "c:\my\dir\"?

This is true only for downloads with drag&drop, if droag&drop shell extension is not installed/enabled (it is installed/enabled by default).
