FIles edited do not reflect changes

When I edit a file directly from within WinSCP and save the changes, tomcat does not recognize the change. I have to open and save a second time and then it recognizes it.

Anybody have an explanation?

I do not have this problem from the shell

Maybe your local and remote clocks are not synchronised?
