Problem installing WinSCP407 on 32 bit Vista

when I try to install WinSCP using the 4.0.7 setup utility or even just try to run the binary after downloading it directly, I get the following error:

"The NTVDM CPU has encountered an illegal instruction. <memory address removed> Choose 'Close' to terminate the application."

Obviously, the session never starts. Has anyone ever seen this issue? If so, how do I fix it? Thanks

So far, Windows and my notebook manufacturer (Sony), haven't been able to address the issue either.
